I think yes-but lack of knowledge of the
tools can be a drawback.

I think that access is important to all, as you can
have as much equipment as you like but if it
dose not get regular use at a developmental stage
in work then it becomes like a finishing tool.
rather than finding the boundaries of what is
possible through playing with it.
I do agree with zoe though funding is influential
whatever.

whether a computer is capable of a task or not.
suggesting that most people have the idea
of what they want and try and fit the equipment
to it. I think this is probably quite universal.
If this is the case then it is beneficial to have
resources in a market were the equipment  changes
so rapidly and costs so much that it would be only
a luck rich few that could afford to make there ideas
work in the way they would like to see it develop.
