About managing storage: of course each component is responsible for managing
its own storage, so we should not "do that for them". We do however have a bit
of a special case here when we look at the bundle data storage: if a tenant is
"uninstalled" it makes sense to cleanup its part of the bundle cache. It's a
form of garbage collection.
Regarding the platform: I agree you can start it (it has a well defined life
cycle, so we can describe use cases around that), but "on it's own it does not
do much" is true if you ask me. The platform provides things to the
application, but on its own, does not do anything (or hardly anything,
depending on if you want things like provisioning to work independent of the
application, or if you want the application to explicitly trigger it).
