I'm sorry, but it all sounds like a lot of work for TJ, with minor benefit. Sure there would be more structure, but keep in mind bureaucracies have a lot of structure too, and we all know how valuable THEY are!! }:>)  My feeling is yes it is a hassle to search through and look at all these different areas, but I have stumbled on some great ideas while looking for something else.

My main ideas for the Group File area format.
 
1. The moderator would start and maintain a basic hierarchy of
folders for the main subject areas.
It doesn't have to be precise.
It would just provide some basic structure for the files put there.
Users would create files within the folders as required.
 
2. The root of the main-page would only contain moderator files.
The moderator would move any files that are put there by mistake to
an appropriate folder.
 
3. The moderator would add some guidelines on how to use the file
section.
 
 
General ideas for the file section:
 
1. if the file is *attached* to a message i.e. it has been referred
to in a post, then the user should include the #message number with
the file name i.e. at the end (a few people have done this and it
works quite well)e.g. myfile#101777
 
2. all files should include some kind of instructions or comment as
we do for our code examples e.g. word docs/xcel can have a few lines
at the top, zipped files can include a read me text while images
might need a text file with them.
Unfortunately there are files in the area now that have no message#
or instruction, description of any kind, so newer users will find it
hard to make any use of them.
 
I have some more flamboyant ideas that I might post later.
