I have had this problem also. I had to contact my ISP and insist they do not apply a spam filter to my account, so I can filter them locally. Sometimes I have to tell them the sender that is being blocked (with a sample of their email that was not received) to get the problem resolved.

I had the occasion for a brokerage to send me some instructions (three times) and I
never receive those either.
