I have NEVER DONE anything like this before, so I did a TEST run of RegEdit ON my XP Pro MACHINE which DOES NOT have the problem.
I tried to do a screen shot of the results, but was unable to make MW snap do a capture of the results. I right clicked and Copy Key Name and it did show>HKEY_CURRENT_USER\Software\TJP\Broker\AFLEditorCommandBars. Am I correct to assume that "Remove All" is the same as the menu option of "DELETE".
