If that were the case, you would probably get an error message. The fact that it stalls suggests a different problem. Are you sure that it's all servers, or just all of the servers in the region you tried? As i think someone suggested earlier, it could just be bad routing. If you can connect to other networks or websites, chances are that it's undernet's fault, or your ISP's.
