Hi Ron, Those whitish specks are the precipitate from the underlying zinc-metal castings. The original finish may have microscopic abrasions, or dust particles which attract the moisture in the air and then the process of oxidation and corrosion begins. As well, there are some molds and fungii which like to eat paints and finishes. The Javex (chlorine bleach) will kill the fungus, but this has no effect on any oxidation or corrosion problems.
The corrosion has to be stopped and neutralized, and the surface protected from further damage or oxidation.
