Don. K4KYV, pretty much described what should be happening. Also, you didn't mention what the plate current meter was doing (moving up or down) when you modulate the rig. A downward shift on the plate meter can indicate power supply problems, not enough grid drive, soft tubes, or negative carrier shift.
