If I remember correctly, we said we'd keep the removed langs in the
langlist so if we put them back on CVS, people can get an update for
them... being in the langlist does no harm, so we should keep them...
unless they appear in the lang chooser, in which case, the lang chooser
should check the file lang/langXX exists before shwoing a lang from
langlist
