I don't think we should include it. We're including to much already, instead of having it as dependencies. Users without the knowledge how to install tls themselves will be the ones using a packaging system anyway, so the packaging system (rpm, yum, apt, whatever...) will resolve the dependency, and there is no need for our downloading system, neither for including tls.
