IIS ships with a similiar tool called CONVLOG that will convert logfiles 
in Extended or IIS format to NCSA format. (It will also allow you to 
change the time zone in your NCSA logs, I think).

Technically speaking. Microsoft give it away for free, but you have to 
install IIS to get it. (CONVLOG is a small, standalone command line tool 
that, as far as I know, doesn't require IIS to run).
