Is this information for other time zones available somewhere in the Internet
?

The same question - what about other time zones ? I know, Windows has its
own time zones list, but there's three different lists (in 95, 98 and NT).
Which is true - I don't know.
Is it possible at least to determine GMT bias + DST time by the country name
?
