To return to this question. The behaviour is deliberate and even documented.
In hierreps.html it says:
The report INCLUDE and EXCLUDE commands for a hierarchical report only
apply to the top level of the report: you can use the SUB commands for
the lower levels.
However, I agree that this is (i) unintuitive, and (ii) not quite true, as
there is no way to un-SUB subdirectories that have been included with
wildcards.
Unfortunately, I don't think it will be easy to change, so don't expect it
to improve soon.
