No. It works as a command line application, or with the form interface
as a Perl script. AFAIK, no one, yet has made a WinCGI or ISAPI port of

This is a known bug in Netscape (although it looks like you're using a
MS Email tool...) Files name *.tar.gx are suggested to be saved as
*_tar_tar. When the file is uncompressed with something like winzip, it
tries to determine (and can't so it asks) what the internal format it
(it's not tar in a tar, like it appears). If you just make sure to save
as *.tar.gz, winzip will understand it.

There's a binary package for windows that should work "out of the box".
No compiling necessary. That might make it even easier!
