No, you misunderstand. Anlgform.exe IS designed for just this configuration.

The file anlgform.cfg controls ONLY the setting for the anlgform.exe file (if
you were running Perl, then these settings would exist in the top of you
anlgform.pl file). These settings are things like the location of the analog
executable (since it should be outside your webspace), and the commands that
are not allowed to be entered from a form. Both of these are settings that
control security aspect of the CGI interface and therefore, should NOT (for the
truly paranoid sysadmins) be accessible to the virtual host clients.

You still have the analog.cfg file in each client's directory. This sets all
the condifuration options for that client's form interface (such as location of
logfiles, name and url of the host. etc.).
