How about enclosing them in single or double quotes or parentheses,
similar to the requirements on arguments that contain a hash or a
space, and allowing many expressions to be delimited by an un-enclosed
quote.
For example,
USERINCLUDE REGEXP:user\d,REGEXP:sret\d
would be the same as
USERINCLUDE REGEXP:user\d
USERINCLUDE REGEXP:sret\d
and
USERINCLUDE "REGEXP:sret\d{1,3}",pklove,REGEXP:\d8,another
would be the same as
USERINCLUDE "REGEXP:sret\d{1,3}"
USERINCLUDE pklove
USERINCLUDE REGEXP:\d8
USERINCLUDE another
