  I'm no expert, but if I was trying to do what I think you are trying
to do I would have tried:

FILEEXCLUDE /*
FILEINCLUDE /International/*
PAGEEXCLUDE /*
PAGEINCLUDE /International/*/index.html,/International/*/index.shtml


  The two are independant of each other, one telling the system which
URL's to consider 'files' andwhich ones to consider 'pages'.  If you want
to process only part of the site you'd need to modify both.
