First, "FILEEXCLUDE /*" isn't needed. Just putting "FILEINCLUDE stuff"
automatically excludes everything else.

Have you got a REQINCLUDE in operation? It looks like the General Summary
might be counting things like /International/page.html as pages, but the
Request Report isn't listing
