This message means that your DOS (or Windows) system is trying to run
the 'program'
"\\RUSSELLPH01\jenifer\logfiles\analog_415w32\analog4.15\outfile8.html."
As this isn't a program, it seems likely that you have some kind of
quoting error or other syntax error in your command line. In particular,
be careful with '&' and '^' symbols on NT where they have specific shell
meanings (you can escape them by using '&&' and '^^' respectively).
