Maybe HTML files aren't associated with the web browser, but it's trying to
run them instead? If you right-click on the file, what is the bold option
(that's the one that will happen when you double-click it)? (You can control
the behaviour by going to Options...File Types (or something like that, I'm
not running Windows to check) in "My Computer".)
