Basically I cannot resolve numerical addresses

Checked all the usual suspects doc, FAQ, mail 
list archive etc.

Here is what I have: in my /etc/analog.cfg file I 
have put

- also tried DNSGOOD,DNSBAD uncommented
-  ditto for DNS READ and DNS LOOKUP to no avail
- also DNSFILE /var/analog-4.16/dnscache.txt

Running analog with SETTINGS ON output, via 
analog.html page,  I get :

Running on RedHat 7.0, default analog compilation 
from RPM

I assume the problem is analog still thinks the 
"DNS level is NONE" even though it correctly gets 
other info from the analog.cfg file such as 
HOSTNAME but why is it  ignoring my DNS WRITE 
directive? Also it never notices any DNS FILE, 
DNSGOOD, DNSBAD settings (when uncommented of 
course).

I know that I can try other DNS packages but I 
would like to get the basic DNS working here 
first -it may be all I need.

Also what ownerships and access rights should be 
in the /var/analog-41.6 directory - a plausible 
place for dnscache.txt - it is currently 
root.root 755 could this be preventing writing 
dnscache.txt - although it is not even noted with 
the SETTINGS ON output? Apache is running as 
apache.apache
