Are you creating the reports and making them available, or are you using anlgform, and allowing your sdministrators to create dynamic reports? If you're using the form mechanism, and allowing them to create dynamic reports, it would be possible to modify the perl script to insert USERINCLUDE commands based on the logonID of the administrator.
