I'd first suggest posting this question to the
reportmagic-help mail list, in addition to this list,
as Wadsack-Allen & the Report Magic community are the
most capable group to address a question of this type.
 However, since there are many Report Magic users
haunting this list, I'll take a stab at answering your
question.

Report Magic is written in Perl.  Source code is
available for your inspection.  There are many Perl
support libraries that are used to make Report Magic
work.  However, for Windows this is totally
transparent because all the Perl code Report Magic
needs to run is compiled into a single binary. 
Chances are good Wadsack-Allen is using ActiveState as
the Perl to Windows executable 'compiler'.  Some
Windows centric code gets added during this step for
run time compatibility.

For Windows, simply download the distribution and run
it.  There is nothing to install, no Perl scripts to
run, no connecting to CPAN.  Of course you'll want to
guard against local users accessing applications that
you don't want them to have access to in a multi user
environment.  This is true of any program that you
install.  Be sure not to place Report Magic in your
CGI-BIN or other publicly executable location without
taking suitable precautions.

My experiences with Report Magic on UNIX, Windows and
Macintosh have been very good with no security
problems to date.  One person's reccomendation: give
in to temptation.
