Analog itself is up to 5.32. If you can build the source without
hassle (it does on most systems), you might want to upgrade.

Wow! 30MB of memory? I'm sure it was a lot when the mainframe was
purchased but I didn't think Websphere would run under that now.
Analog might run low, too, if your logs get big.

Most likely you have nothing that matches your PAGE definition. I
don't know about 3.10, but usually you just need to use PAGEINCLUDE to
define what a page is. The default is usually this:

PAGEINCLUDE *.html,*.htm.*/

Judging from this, I would say you should add those other extension to
'page':

PAGEINCLUDE *.CaseListDisplay,*.CaseSelection,*.CaseActivity
PAGEINCLUDE *.CaseFunction,*.EnforcementRemeber
PAGEINCLUDE *.ChildSupportOfficerInfo,*.Login,*.CaseAppointment

Or maybe something like this instead:

PAGEINCLUDE REGEXP:\.[A-Z]\w+$
