Internet Explorer tends to ignore MIME types when it finds a known extension, 
which causes all kinds of problems, including this one.

reported several years ago.

One trick that helps is appending a path that makes the output look like an 
HTML file, as in /cgi-bin/analogform.pl/report.html.
