This directive goes inside your httpd.conf file and inside of a <VirtualHost>
block.  You should see something like:

<VirtualHost 11.22.33.44>
        DocumentRoot /usr/local/apache/htdocs/mydomain
        ServerName www.mydomain.org
        ServerAlias mydomain.org
        SetEnvIf Request_URI ".*\/0.?\.gif$" dontlog
        CustomLog "|/usr/local/apache/bin/rotatelogs 
/usr/local/apache/logs/mydomain/access_log 86400" combined env=!dontlog
        ErrorDocument 404 /404.php
</VirtualHost>
