I may be missing something here, but how are you telling that the
HOSTEXCLUDE is being ignored? What  exactly are you seeing that you didn't
expect to see? Which report is showing data that you don't expect?

A HOSTEXCLUDE won't change it's behaviour because of a change in the data.
