I looked in the 050505.log file just to see if it looked any different
from the other log files. It did. For maybe about the first half of the
file, it had logged the Server IP (s-ip) 192.186.5.3 (this is an example
number). None of the other log files did this.

My config file also has:
HOSTEXCLUDE 192.186.5.3

So then I deleted those entries from the 050505.log file and it works
great now.

I don't know why but it does.

You're adding 2 and 2  and coming up  with 5.

If you want to exclude accesses to the /staff/ folder, then use
FILEEXCLUDE /staff/*.

If you have HOSTEXCLUDE 10.0.0.* and you see requests to /staff/, that
doesn't mean that HOSTEXCLUDE  is broken, it means that someone outside
10.0.0.* is accesing /staff/

If you want to find out who is accessing  the /staff/ folder from an IP
address outside 10.0.0.*  (because somebody is!), then use

HOSTEXCLUDE 10.0.0.*
FILEINCLUDE /staff/*
HOST ON

and look in the Host Report. (It  might be a good idea to switch to
OUTPUT HTML while you're trouble-shooting).
