I thought I remembered doing something like this a long time ago, but I just
tried it, and it didn't work. The documentation for the Domain report (not
the Organization Report) suggests that SUBORG can be used to give more than
2 levels of detail, but the only suggestion for dealing with this in the
FAQ actually suggests using the Domain Report, rather than the Organization
Report

The other suggestion that might work for you would be to use HOSTALIAS
commands to alias specific subnets into subdomains - eg

HOSTALIAS 172.26.12.* chicago.jedi.com
HOSTALIAS 172.26.12.* newyork.jedi.com

(HOSTINCLUDE  allows you to specify a range of addresses, but you might need
to use a regular expression to include a range of subnets in a single
HOSTALIAS command
