the emulator's boot sequence is pretty long, especially if you have a < 2 GHz CPU. it can take up to 5 minutes on a 1 GHz Pentium III, about 40 seconds on 2.16 GHz CoreDuo CPU (though cache size and memory speed are also important factors). it might be that the emulator is just starting up, taking a long time.
NOTE: once the emulator has booted, you can keep it running, the Eclipse plugin should be able to redeploy your application when you update it on the go. if the emulator is really stuck for a *very* long time, then try starting with "emulator -wipe-data", this might solve a corrupted /data partition problem another reason for this might be that your download was corrupted for some reason. did you re-download the SDK when re-installing ?
