just get the carrier provided g1 phone and root that phone, then you'll be able to install/upgrade the phone manually.
the android developer phone can't download applications that require payment. i bought my g1 over craigslist and unlocked it and is using it on AT&T network plus i rooted the phone so i can manually upgrade to android cupcake plus other feature cupcake doesn't have.
