I fail to see how this is a problem with Android. As Mark has stated
repeatedly, it is the carrier who pushes OTA updates for the devices,
not Google or the android-beginners mailing list. The issue you
describe sounds like the blame rests solely with NTT DoCoMo. They are
the ones pushing the updates, they are the ones charging the excess,
and they are the ones forcing their users to sign forms agreeing to
all this. If I'm wrong, please set me straight, because this is
exactly how it sounds to an outsider.

You can update the phone yourself manually, with a PC and a little
research.  The OTA starts by asking you before it reboots the phone,
so you have the opportunity to cancel and decide how you want to
handle the update later on. Updates over Wifi would definitely be a
nice-have, but with the work-arounds available, I would say it's not
amongst the highest priorities for the Android platform to face.
