It depends on what exactly you want to do.

If you can go over an AP, then of course it is possible. If you try to
setup an adhoc connection between two phones, the Android SDK does not
support Ad-hoc. This does not mean that you can implement something on
native level and expose it to your application on Java level. Normally
the native Wifi support includes Ad-hoc and infrastructure mode.
