It depends on what exactly you want to do.

If you can go over an AP, then of course it is possible. If you try to
setup an ad-hoc connection between two phones, the Android SDK does
not
support Ad-hoc. This does not mean that you cannot implement something
on
native level and expose it to your application on Java level. Normally
the native Wifi support includes Ad-hoc and infrastructure mode.
