I've got an unlocked t-mobile g1 and it works fine without the sim. I can use wifi, browse, play games, download from market etc. I haven't tried installing apps on it but I don't see why it won't work.
I got it unlocked directly from t-mobile (a friend sold it to me since he was getting the new g2), if you like I can try installing an app into it using eclipse and let you know.
