Correct. The contest is not yet open, AFAICT.

It is unclear if they will be requiring people to submit to the Android
Market, and if so, if they will be waiving the $25 publisher fee during
the contest period.

The fee is for listing applications on the Android Market. You do not
have to list applications on the Android Market -- you can distribute
through other markets (AndAppStore, SlideME, etc.) or through your own
Web site.
