i had the same problem when i got my g1 - no data plan. as far as i could tell there's no workaround. your options are to borrow a friend's SIM card (that has a data plan) to get your past the registration or to temporarily enable your data plan.

that being said, i was pretty excited to get it working so my tolerance for looking for researching other options was limited :)
