Run the android tool ("android" but with no parameters).  Now wait an
eternity for the GUI tool to load.  If your computer can't get a list
of targets via the default "https" URL, then go to the Settings tab in
the "Android SDK and AVD Manager" and click on "Force https://...
sources to be fetched using http://..."; (that's what I had to do)
Then click on "Available Packages", select the ones you want to
install (probably just the most recent - I installed API 6 revision 1
- SDK, API, and Documentation), and that should setup your targets for
you.
