Actually, I've found the G1 to be a fine device to develop on.  They
can be found relatively cheap on eBay (<$200) and are fairly easily
rooted so you can work with them without a SIM or wireless carrier.
If you aren't interested in playing with firmware and such to get an
old G1 into shape, keep an eye out for a used Dev Phone 1 or Dev Phone
2.  Or you can buy them new from Google for $400.  There just aren't
many non-phone options yet and, personally, I just wasn't that crazy
about the Archos 5 the last time I tinkered with one at Best Buy.

Or hold out for the Nexus One...possibly available as soon as January.
Rumored to be sold unlocked and running brand spankin' new 2.1.
