I understood the first stage was a qualifier. Success there is needed
to participate in stage 2.

There may be multiple submissions on many ideas the authors believe to
be unique.. but The breadth of vocabulary needed is a bit daunting to
the uninitiated. This may filter out some of ideas for applications
that the hosts were actually seeking. A part of the challenge is to
create a body of programmers who can write for Android phones. Yet, I
don't think they wanted to say, "We are only interested in ideas from
super skilled Java programmers that have mastered all aspects of
wireless communications."  The tutorials show too much effort. They
are trying to raise the skill level of someone in a deliberate
purposeful way.

Anyway, I am going "all in" from an idea perspective.  They are trying
to do something that has been needed since the late sixties. I don't
know why one would not want to help them be successful in that.
Introduce them to as many choices as possible and increase their
chances for success.   Even if you do not win, you will know that they
were going forward making more fully informed decisions.
