If 1.0 isn't out that means the SDK is unbalanced. In a way, this means that there is a possible unfair competition going on in which some types of apps will be more difficult to build than others. For instance, I can't seem to find GTalk documentation even on the GTalk website, and sometimes my sendDataMessage works and sometimes it doesn't. I happen to have a new SPX which is fast, some have slower computers, etc. However, if I tripped on a mustard seed and ended up crashing through a 3-story window, this would be unfair as well. You can't control everything. So the Show must go On.
If you have a half-built app, then just wait until Challenge II. The only problem is this that you won't get paid right away if you win. You can submit multiple so you can't really lose.
