Well, I assume that most of that 1788 would do the same and try to promote their application with their own means, however, I can see a big underestimation of Google's promotion power in that case. Basically, having your application at the top of the rankings on a such portal will definetely have more monetary value than 25k.
As for myself, I've invested a lot of time into my application and going to invest even more than that and if I did contracting development during that time I would have earned much more than $25k. And I reckon that there will be quite a lot of developers out of those 1788 who did the same, and, hence, they wouldn't simply go away with 25k or Android phone when they can potentially make millions on their applications if properly promoted. Frankly speaking, 25k and even 275k is not enough money for a technical start-up at the post-seed stage, however, good and permanent promotion certainly costs more.
