Google cannot do everything. This is like saying, If Google decides they can build all their applications themselves. Not feasible and not a very clever move.
Google will and should encourage not only sites like http://helloandroid.com, but also empower individual developers to benefit from Android. When the Android developers benefit directly from the growth of Android, that's when Android will truly succeed.
