Yes, all applications are equals, but a few things are not really applications -- in particular the in-call screen and the lock screen. These two parts of the UI have a lot of very tight interaction between each other and the system itself, and so are not something we are going to be able to allow replacement of in 1.0.
This is not because we think those parts of the UI are so wonderful that nobody else should change them, or we are special, or we hate third party developers, it is just a matter of this being a tricky part of the system that we are not going to be able to allow replacement of in the 1.0 version of the platform. This also has nothing to do with Android being open source. When the platform is released as open source, you can certainly modify any part of it, including these, as much as you want. Of course using your changes will require installing your new version of the platform on the phone, just as when you modify the code of any other part of the system.
