Perhaps someone could call them and ask? :-) In my experience the phones come locked, but they'll unlock it for you after a couple of months if you're a new customer.
If you're an existing customer, they'll unlock the phone for you - if I remember correctly they'll send you a text w/the unlock code. However I don't know what their policy is on buying a phone without a contract and unlocking the phone - but I would guess that they're not going to unlock it without you being a customer.
