For many, the Evo is already a developer device as Google gave out over 5000 of the things at the IO conference back in May. You don't need a carrier unlocked device to develop with, all you need is one that works with wifi. If you want one you can carry around in your pocked that functions as a phone too, then that's completely different.
You can probably buy an Evo from the IO conference for a couple hundred bucks as the free service period has expired. I'm sure many attendees have put theirs up for sale. Great toy, the Evo.
