Actually, I would argue that your answer is simple, correct, and THE
answer to his question, which is likewise simple!

If it's not documented as part of the API docs, then it is not part of
the "MOST of the functionality..." referred to in that statement.

If it's not documented there, then it's not provided by the SDK. The
Google Maps API is a separate add-on, separately documented, and not
part of the J2SE libraries either, and not related to the statement
he's asking about.
