I think people care, but there's not much they can do, as individuals. There should be government groups that go after outfits like AppBucket, but, face it, Android developers are not likely to be big political contributors, so the government attention is going elsewhere.
You could try to form some sort of consortium to fight this, I suppose, but likely Android developers would be like everyone else -- "Why should I pay when I can get the service for free (if everyone else pays)?"
