I've read of others with similar complaints. The only recourse, I suppose is to mark his apps as stolen in the market (in the hope that someone at Google actually reviews that), and sending him/Google a C&D (see, e.g., http://www.seomoz.org/dp/generic-cease-desist-to-google).
