My personal guess is that the Market will support autoupdate as soon
as they start to allow for paid applications. But this is really just
a guess, based on no information. (It would make sense to introduce
this feature together with paid applications so that developers can
quickly distribute critical bug fixes in commercial software, and it
would not make sense to do an expensive OTA - over the air -
installation before that).

Until then it has been recommended to take care of application updates
by yourself. Since this means a lot of duplicated code among
applications, we have written OI Update that can be easily used by any
application developer and notifies the end user of new updates:

While I can't answer your 4 questions for Google's Market, I can
answer them for OI Update:
1. When? Right now :-)
2. How the users will be notified? Notification in the status bar.
3. How the reinstallation will occur? User is asked to accept new
version or reject it.
4. Do we (the developers) have to do anything to support easier auto
update? For OI Update, you have to include a meta tag in your
application's Manifest and provide a small update info file somewhere
on the web as explained at the link above.
